Robert Anthony Pape (Erie, 24. 4. 1960. – ), američki politolog, autor i profesor, specijaliziran za nacionalnu sigurnost i terorizam. Studirao je političke nauke na Univerzitetu u Pittsburghu gdje je 1982. stekao titulu prvostupnika (B.A.) i magistra (M.A.), a doktorat je obranio 1988. na Univerzitetu u Chicagu. Akademsku karijeru započeo je 1990. kao gostujući predavač na Univerzitetu u Michiganu, potom je radio kao docent na Avijacijskom univerzitetu u Montgomeryju (1991–1994), Koledžu Dartmouth (1994–1999) i Univerzitetu u Chicagu (1999–2005), te konačno kao profesor na potonjem univerzitetu od 2005. godine. Pape je objavio dvije važne studije – Bombing to Win (1996) u kojoj se navodi da se historijsko strateško bombardiranje uglavnom pokazalo kao neuspješno u strateškom smislu, te Dying to Win (2005) koja istražuje terorističke samoubilačke napade od 1980. do 2003. i dolazi do zaključka da postoji neznatna veza između takve vrste terorizma i religijskog fundamentalizma, odnosno da su motivi primarno sekularno-nacionalistički. Također potpisuje na desetine stručnih članaka na temu sigurosnih studija.
