1918年英國大選（英語：1918 United Kingdom general election）於1918年12月14日舉行，改選下議院全體707席議席。時任首相大衛·勞合·喬治在德法雙方簽訂停戰協定結束第一次世界大戰後旋即宣布舉行大選。當時執政的聯合政府向支持聯合政府的候選人發出認可信函，这些信函被称为「聯合政府認可信（英语：Coalition Coupon）」，導致整場大選亦被稱作「認可信選舉」。選舉結果為聯合政府取得大勝，國會主要由保守黨及勞合·喬治派自由黨（或作聯合政府派自由黨）组成，而未获認可的自由黨候選人则遭受巨大敗績，[2]當中包括自由黨黨魁H·H·阿斯奎斯。[3][4]
此次大選為英國首次於同日内進行絕大部分投票活動（大學選區投票期為5天，奧克尼和設德蘭選區投票期則為2天）的大選，但點票日期推遲至12月28日，以便同時點算正處海外服役中士兵的選票。[5]
大衛·勞合·喬治的聯合政府在大選中取得壓倒性勝利，他在1916年12月代替H·H·阿斯奎斯出任首相。他們均爲自由黨黨員，並在大選過後繼續爭奪黨內控制權。自由黨及後急速失去民眾支持，迄今亦未曾重新掌權。[6]
此次大選亦爲《1918年人民代表法令》於同年2月通過後的首次大選，因此亦為首次允許具備一定財產、30歲以上的女性和全體21歲以上的男性投票。在此之前，全體女性和許多貧困男性都被排除在投票之外。女性在大選中普遍支持聯合政府候選人。[7][8]
同年4月的基斯利補選，尼娜·博伊爾（英语：Nina Boyle）作爲女性試圖參加，卻被選舉官因技術原因拒絕。及後上院法官的報告指《1832年改革法令》規定國會候選人必須為男性，而1918年通過的《人民代表法令》並未改變這一限制，導致出現女性擁有選舉權但卻缺乏被選舉權的情形。國會因而於解散前不久通過《1918年國會（女性資格）法令》首次允許女性作為候選人參選。該法令亦為英國迄今内容最短的成文法令。[9]
大學選區席次於大選舉行前獲重新分配，當中的多議席選區則采用可轉移單票制選出當選者。[10]
此次大選還因在愛爾蘭的戲劇性結果（英语：1918 United Kingdom general election in Ireland）而備受關注。主張地方自治的爱尔兰议会党的原有席次幾近被主張愛爾蘭共和主義，新參選的新芬黨完全取代。新芬黨在參選政綱中誓言會建立一個獨立的愛爾蘭共和國。新芬黨議員在當選後拒絕就職，轉而自行成立一分裂政府並宣佈獨立（英语：Irish Declaration of Independence），正式打響爱尔兰独立战争。戰爭引致的分治導致此次大選為最後一次攬括愛爾蘭島全境的英國大選。
背景
1915年爆發的第一次世界大戰導致時任首相，自由黨的H·H·阿斯奎斯決定與博納·勞的保守黨及阿瑟·亨德森的工黨共同組成聯合政府，但聯合政府在1916年12月倒台，大衛·勞合·喬治取代阿斯奎斯出任首相，繼續與保守黨及工黨共同執政（工黨於1918年退出聯合政府）。[11]阿斯奎斯則與其支持者改任反對黨。自由黨因而分裂成兩派，一派支持勞合·喬治及聯合政府，一派支持仍任自由黨黨魁的阿斯奎斯。[12]
1918年11月14日勞合·喬治宣佈國會將於11月25日解散，並於12月14日舉行選舉。[13]當時距離上次大選相隔8年，期間一直透過戰時法令延長國會會期。
勞合·喬治與博納·勞在1918年夏天達成秘密協議，在今屆大選中共同支持部分候選人。聯合政府向這些候選人發出被称为「聯合政府公認證（英语：Coalition Coupon）」的認可信函，以證明該候選人獲聯合政府所支持。[14]一共有159名自由黨、364名保守黨、20名國民民主工黨（英语：National Democratic and Labour Party）及2名支持聯合政府的工黨（英语：Coalition Labour）候選人收到了認可信。[15][16][17][18][19]这些信函導致整場大選亦被稱作「認可信選舉」。[20]
80名保守黨候選人並未收到認可信，當中35名隸屬於愛爾蘭統一黨（英语：Irish Unionist Alliance）。在其他未獲認可信的保守黨候選人中，只有23人與聯合政府候選人競選；其餘22名候選人則是在沒有認可信的選區競選，或是拒絕接受認可信。[21]威廉·亞當森（英语：William Adamson）領導的工黨及其餘未收到認可信的自由黨員則獨立參選。
此次大選的主要議題並非在與德國達成何種和平協議，而是選民對勞合·喬治政府迄今為止所取得之成就和他就未來所作承諾的評核。勞合·喬治的支持者強調，他帶領英國贏得了大戰，並會建立一個「適合英雄生活的國家」。[22]
聯合政府大勝
聯合政府在選舉中大勝，當中保守黨取得過半數的379席，足以獨自組閣。儘管如此，保守黨仍繼續留在聯合政府當中，並讓勞合·喬治繼續出任首相。保守黨希望勞合·喬治能在大選結束幾週後開始的巴黎和會中延續其外交政策。[23]
聯合政府以外亦有47名保守黨候選人在沒有認可信的情況下取得議席，當中包括23名愛爾蘭統一黨（英语：Irish Unionist Alliance）候選人。他們在國會内除了與愛爾蘭獨立問題相關法案以外，會支持聯合政府。[24]
儘管勞合·喬治派的自由黨候選人大多成功連任，但阿斯奎斯一派（英语：Independent Liberal Party (UK, 1918)）的自由黨（一般稱作獨立自由黨以與親聯合政府的自由黨區分）候選人則幾近全軍覆沒，甚至阿斯奎斯及其他自由黨領導層亦在大選中落選。[25]獨立自由黨派出277名候選人，只贏得36席（選後更有9名議員改投聯合政府一方），[26][27]當選者中最資深的3人也僅出任過助理政務次長。[28][29]1919年2月3日，獨立自由黨當中23名議員在國會中組建了「自由自由黨」黨團——黨團很快被大衆借用對蘇格蘭自由教會的貶稱而稱為「極少自由者」（Wee Frees）。[30]在缺少阿斯奎斯的情況下，黨團同意其任命唐納德·麥克林（英语：Donald Maclean (British politician)）為黨團主席。自由自由黨黨團曾一度嘗試與聯合政府派的自由黨議員共組聯合委員會但無果，最終黨團在4月4日宣佈解除政府黨鞭。麥克林出任反對黨領袖，直至阿斯奎斯在1920年2月的補選（英语：1920 Paisley by-election）中重返下議院。[28]
工黨的得票率在大選中大幅增加，得票數超過自由黨兩個派系的得票總和。[31]儘管如此，其席位在大選中僅略有增加，從42席增至57席，部分早期領袖如拉姆齊·麥克唐納及亞瑟·亨德森等人亦在大選中失去其席位。[32][33]此大選為工黨首次在威爾斯當地贏得最多選票——此紀錄一直保持至今。[34]
當選的保守黨議員當中包括了破紀錄的公司董事、銀行家和商人；而當選的工黨議員則大多來自工人階級。博納·勞本人，作爲信奉長老會並於加拿大出生的蘇格蘭商人，亦象徵了保守黨支持階層的轉變——由十九世紀的貴族階級演變成二十世紀的中產階級。[35][36]
結果
在愛爾蘭，支持在聯合王國框架內實施地方自治的愛爾蘭議會黨在大選中大敗，幾乎失去所有席次，大部分由埃蒙·德·瓦莱拉領導的武力共和派政黨新芬黨贏得。[37]1916年復活節起義後政府對起義領袖的處決、1917年間政府對絕食囚犯施行強制餵食，以及1918年的徵兵危機（英语：Conscription Crisis of 1918）都使愛爾蘭天主教徒從支持自治運動轉而支持立場更為激進的新芬黨。[38][39][40] 在競選活動中新芬黨候選人承諾將以“任何必要的手段”組建愛爾蘭共和國，暗指會採取軍事行動。[41]1918年5月17日，包含德·瓦莱拉和亞瑟·格里菲斯在内，幾乎全體新芬黨領導層均被逮捕。[42][43]當選的69名新芬黨議員（當中4名同時代表2個選區）中有34名議員是在獄中當選。[44]全體新芬黨議員均拒絕前往西敏宮就職，而是自行成立一院制的革命議會——愛爾蘭國會。[45]愛爾蘭國會於1919年1月21日首次召開，同日愛爾蘭義勇軍在蒂珀雷里郡的索洛海德貝格（英语：Soloheadbeg）偷襲（英语：Soloheadbeg ambush）兩名皇家愛爾蘭警隊成員，標誌著愛爾蘭獨立戰爭的開始。[46][47]
在及後演變成北愛爾蘭的阿爾斯特六郡，聯合主義者（愛爾蘭統一黨（英语：Irish Unionist Alliance）及阿爾斯特統一工黨（英语：Ulster Unionist Labour Association））合計贏得了30個席位中的23席。在提名期結束後，愛爾蘭天主教樞機迈克尔·罗格（英语：Michael Logue）在八個選區（其中一個為不在六郡之中的東多尼戈爾（英语：東多尼戈爾 (英國國會選區)））達成配票協議，指示天主教徒只投向單一共和派政黨（新芬黨或愛爾蘭議會黨）以集中選票。[48]結果配票只在東唐（英语：East Down (UK Parliament constituency)）失敗，愛爾蘭議會黨奪得4席，新芬黨則奪得3席。[49]
康斯坦斯·馬凱維奇在都柏林聖派屈克（英语：Dublin St Patrick's (UK Parliament constituency)）代表新芬黨成功當選，爲首位贏得下議院議席的女性。[50]一如其他新芬黨議員，她也拒絕前往西敏宮就職，並為愛爾蘭國會的首位女議員。[51]
